3QC provided Enhanced Commissioning on the San Diego Central Courthouse, the largest of the 41 courthouse projects funded under Senate Bill 1407. 3QC was selected for this challenging project due to our past success with the Judicial Council of California. The new 704,000 SF facility includes 71 courtrooms that provide full services for criminal, probate, family and small claims courts. The project was constructed under a CM at Risk methodology that included the general contractor’s participation in the design phase with the goal of integrating the team and fostering a partnership of committed relationships. 3QC provided comprehensive commissioning services of the MEP, security systems, low voltage and courtroom A/V systems and participated with inspection of the smoke control system and building enclosure. The Courthouse achieved LEED Silver Certification.
3QC commissioned the Courthouse’s massive data center, which supports the entire I.T. system. It was constructed to meet Tier 3 requirements including N+1 (one main component with a dedicated back up component), redundancy standard to maintain the 99.982% uptime with no less than 1.6 hours of downtime per year, and equipped with a minimum of 72-hour power outage protection. 3QC verified each piece of equipment and sequence of operations including:
Using a collaborative quality assurance process where multiple skilled professionals reviewed the project documents and construction details, we identified a number of potential enclosure leak / failure points. Working with the contractor’s quality control staff to correct the deficiencies in a timely manner helped minimize rework and provide a weather-tight building.
3QC worked with the contractor during pull-planning to help organize the quality control process to meet schedule demands for this complex building with multiple technical systems. Additionally we helped coordinate functional testing of the mechanical systems with State Fire Marshall (SFM) smoke control and building pressurization testing. 3QC’s scheduling expertise helped the contractor save over three weeks of potential project delay.
