3QC performed commissioning support services for UC Davis on the Phase 1 seismic upgrade of its Medical Center in downtown Sacramento. The facility falls under OSHPD regulations and the upgrade project was critical to the operation of the facility. The complex nature of major MEP renovation work in an existing hospital required significant attention to detail, understanding of inherent risks, and strategies to assist with mitigating these risks. 3QC carefully coordinated all commissioning work to avoid disruption to the hospital operations.
3QC’s responsibilities included a review of OSHPD submittal drawings and in-depth review of the MEP drawings to determine clarity of design instructions and intent, followed by site inspection to verify conditions matched. Our team also conducted a control point and sequencing review to verify adequate control of the new equipment. We developed the Cx specifications, pre-functional checklists, and functional test plan to aid in the MEP installation process, identify contractor requirements, and serve as a quality control aid. Our field team reviewed 50% of reported final balanced values with the balance contractor to verify TAB accuracy, and performed construction site observation at critical work stages to verify the installation met design intent. We also observed contractor validation of system operation and maintained the issues log to track correction of outstanding issues.
During the testing of the Emergency Power Systems, including the electrical switchgear and automatic transfer switch, 3QC assisted in testing validation to ensure these critical systems functioned properly. As the existing building was connecting to a new electrical service point and work was completed during hospital operations, 3QC coordinated this work with the contractor and hospital staff to maintain safety and operational continuity. 3QC also served as a key contributor in coordinating the utility outage during the replacement of the Chilled Water System, working with the plant O&M staff and contractor to ensure the outage did not affect hospital operations.
