The Department of General Services helped the California Highway Patrol to locate a new site to more than triple the size of the previous overcrowded facility originally built 50 years ago. The new 25,946 SF facility located in Oceanside now supports the needs of 81 CHP officers, administrative staff, volunteers and the Student Explorer Program. The building includes administrative space, a new automotive bay, vehicle and motorcycle parking, a 148’ communication tower, Fuel Island, emergency power generator, radio equipment, and a female locker room. Designed to achieve LEED certification, numerous unique and sustainable features were included – modular furniture made from recycled products, drought-tolerant landscaping, and use of rebar made from guns melted down under court mandated destruction.
3QC was hired to provide both Enhanced Commissioning Services and LEED oversight for the project. 3QC’s responsibilities included review of the project OPR, design review, independent third party commissioning of all MEP building systems, and LEED oversight. Working closely and collaboratively with all involved parties, 3QC helped optimize performance results and deliver a successful project. As part of the process, 3QC continuously updated a Cx Issues Log provided to the team during the commissioning coordination meetings that helped the team work toward resolutions – keeping the project on schedule. 3QC contributed to saving the new California Highway Patrol facility 43,106 kwh of electricity and conserved 347 therms of natural gas. Ultimately, the commissioning process resulted in a smoother, more efficient operation of the building’s heating/cooling systems through rigorous testing, tuning and final verification that the building automation system is performing according to the design. In addition, 3QC verified that building maintenance and operations staff were trained on the systems to more efficiently respond to issues as they arise.
