The Los Angeles County Department of Public Works renovated the existing 38-acre Martin Luther King Jr. Community Hospital Campus under a Design-Build Methodology, phasing multiple buildings into two main projects to be constructed and coordinated simultaneously. One of the challenges on this project was constructing a major modernization while the hospital campus was occupied and fully functional. 3QC worked under two separate contracts with two different contractors performing commissioning for modernization of several buildings. Our understanding of the significant planning and coordination efforts in working with multiple schedules meant we were able to maintain a flexible approach to commissioning that ultimately contributed to the successful completion of this complicated project.
The first phase was the 194,000 SF existing Inpatient Tower (IPT) renovation. The project involved major tenant improvements, seismic upgrades, and systems replacements simultaneously with the upgrade and addition of the hospital’s Central Utility Plant – upgrades were completed on the existing Central Plant 1 and 2 buildings as well as the addition of two new buildings Central Plant 3 and 4. Careful coordination with the phase out of the existing plant was necessary in order to minimize disruptions to hospital functions. The renovation included new construction, seismic retrofits, upgrades to the following buildings: the impatient tower, seismic retrofit and IT for hospital service building, new main entrance, hospital lobby and admitting, pedestrian tunnel, kitchen upgrade, and ICU upgrades. Along with the Central Plant, all facilities incorporated newly upgraded equipment to better serve the entire campus including new controls systems, full variable speed technology, and sub-metering capability to allow for operator assess and service future needs of the plant. The project achieved LEED Gold certification.
