3QC served on the project management team for the Sacramento Municipal Utility District’s (SMUD) new East Campus-Operations Center. In alignment with SMUD’s sustainability goals, the new Zero Net Energy (ZNE) designed facility generates its own power and achieved LEED Platinum certification. Not only is the facility the second largest ZNE designed project in North America, but is also the first LEED Platinum field operations center. Energy efficient strategies and systems include natural ventilation, radiant flooring, chilled beams, geothermal ground source loop, thermal energy storage system, a central plant four pipe distribution system, water side economizers at each of the buildings, day-lighting systems, and 1500 KW photovoltaic system.
The campus’ main facility is the new 203,000 SF Office, Conference and Training Center – a six story building incorporating a 24/7 distribution services control room, crew spaces and a self-service cafeteria. The campus also includes: 203,000 SF Office Building, 15,9800 SF Transformer Recycle & Repair Facility, 620-space Solar Covered Parking, 49,000 SF Tool and Shop Building, 37,020 SF Vehicle Maintenance Facility, 43,500 SF Warehouse/Salvage Facility, 3,200 SF Fuel Island and Wash Station, 560-space Vehicle Fleet Parking.
3QC provided a comprehensive Whole Building Commissioning solution to SMUD including MEP, low voltage, security, PV, Measurement and Verification, as well as LEED Administration.
One of the significant values that 3QC provided was assistance with the development of the Owner’s Project Requirements (OPR). 3QC worked with the project stakeholders to identify and develop project-specific technical requirements. Additionally, 3QC field staff worked closely with the Design-Build contractor through implementation of the energy-efficient control system strategies to ensure that the project met its energy goals and maintenance requirements. We worked with the SMUD building operators throughout the warranty phase to continuously measure energy consumption and optimize building operations. The project achieved LEED Platinum and is regarded as one of the most efficient corporate yards in the nation.
