In order to meet the growing need for additional schools in west Roseville, Roseville City School District built the new 45,000 SF Riego Creek Elementary School to replace an existing facility. The enrollment at Riego Creek ES has increased 45% since 2000 and holds 625 students.
3QC was hired by the District to provide Title 24 Commissioning services. With proper communication and teamwork, a key result of this project’s completed commissioning process was our involvement during scheduling and coordination of the equipment start-up, control system testing, and TAB work. Equipment function and performance testing of the equipment was completed to provide the District with proper operation sequences and equipment function. Building maintenance and operation’s staff were trained on the systems and can now efficiently respond to issues as they arise.
One obstacle our team had to navigate was that our Commissioning Agent was scheduled to start functional testing the day before students would be starting remote online learning. At this time, the teachers were already using their classrooms to prepare for the start of the school year. This would have made access to the classrooms very difficult and the functional testing would have been very time consuming if work had to be completed around the teachers’ schedule. Our CxA recommended that scheduling testing in the classrooms during the late afternoon hours when the teachers would not be in their classrooms would be a good compromise.
During the TAB verification and commissioning of the LC-3 buildings, the CxA discovered that the HVAC filters were clogged and therefore the systems were not meeting the design or tested air flow. Our CxA assisted the PM in procuring the cored filters for a successful TAB verification. The commissioning process has resulted in a smoother, more efficient operation of the building’s systems, specifically the heating/cooling systems through the building automation system. Through 3QC’s efforts in working collaboratively with the control’s contractor, it was noted that HVAC filters were a potential problem due the amount of construction dust for neighboring projects.
