The Los Angeles Hall of Justice was originally built in 1925 in Beaux Arts style and stood as an historic civic structure and symbol of justice until the devastating Northridge Earthquake of 1994. The earthquake not only displaced many County services including the LA County Sheriff’s Department but also left the historic facility, home to infamous court cases and civic events, a ghost of what it once was. For many years, County departments and organizations strived to bring the Hall of Justice back to civic duty and let it stand once again as an iconic structure in the heart of Los Angeles’ Civic Center. Finally, in the summer of 2011, the Los Angeles County Department of Public Works moved forward with a Design Build contract to renovate and restore the historic building. Work on the 14-story, 335,000 SF building included the demolition of the existing 11th and 13th floors to retrofit and bring the building up to seismic performance standards. It also included numerous tenant improvements throughout the facility – new building systems (MEP), data and telecommunication systems, low voltage security, elevator systems and the construction of a new 1,000 space parking structure. Historic elements were preserved and/or installed as well as a new interpretive center with a kitchen/dining facility.
3QC provided Fundamental and Enhanced Commissioning services as well as LEED Oversight on this project. The project achieved LEED Gold certification. Through a collaborative team effort, the historic Hall of Justice is now fully functional for the 21st century, energy efficient and home again to the County’s Sheriff’s department.
