3QC served as Commissioning Authority for the construction of the new 144,460 SF Superior Court of Kings County, located in Hanford. The County’s courts had previously been housed in five separate facilities throughout Hanford and Lemoore. They were all plagued with security deficiencies, overcrowding, and many other physical and functional deficiencies that disrupt court operations. The new $124 million, multi-story, 12 room court facility eliminates over-crowding and significantly improves court services to the region by handling numerous court proceedings in one location. The facility opened in February of 2016 with a new self-help center, appropriately sized and secure public lobby, separated holding areas for inmates, public service counters, family mediation rooms, jury deliberation rooms, courtroom waiting areas and special children’s waiting rooms. These are all features which combine to provide a safe and secure environment for court proceedings and services. The project was designed to achieve LEED v3 Silver certification from the United States Green Building Council. Certification is still in process.
3QC performed the required Fundamental and Enhanced Commissioning services. Systems commissioned included: MEP systems, HVAC (makes ice at night when energy rates are lowest, and uses it to keep the building cool during the day), security systems, (both detention and non-detention), communication systems, uninterruptible power supply systems, fire-life safety, electronic switchgear and distribution panels, security, low voltage and irrigation systems.
