Kings County Public Works Department hired 3QC to provide commissioning services for the Kings County Jail Expansion project. Located on county property in the City of Hanford, the 68,054 SF expansion included new construction and renovation, infill construction, and infrastructure adding approximately 252 beds to the county’s existing facility. It is the first jail to break ground under Phase II of AB 900 in which lower-level felons have begun serving time in jails as opposed to California prisons. The Kings County jail population has more than doubled since realignment. It now has about 600 inmates, compared to the 280 inmates it housed on average just three years ago. This $39 million expansion includes a new medical infirmary to provide space for medical, dental, and mental health treatment and will provide approximately 12 infirmary/special use beds. In addition, new security and intake/booking space, administrative space, warehouse space, a central plant, laundry, and program space for rehabilitative, self-help, religious and education programs are also included. 3QC’s services commenced at the end of pre-design and included OPR review, development and execution of commissioning plan, design review, development of functional test plan, start-up and equipment functional test performance witnessing, operations and maintenance training, systems manual development, and warranty phase review.
In addition to commissioning services, 3QC provided Smoke Control Inspection. The smoke control system includes six separate control zones of two primary types. The dorm/housing unit is equipped with an active Smoke Control System based upon the CC 909.8 Exhaust Method, and the administrative, medical and intake areas with lower ceilings or lay-in ceilings uses the “Purge” method. The scope of work included inspecting and testing 2 fire Smoke Control Panels, 16 roof- mounted exhaust fans, 8 outside air make-up air doors, and 7 outside air supply fans. 3QC reviewed all design documents, developed a functional test plan, performed physical inspection, confirmed performance of supply air and exhaust equipment, performed functional testing of smoke control equipment, initiated alarms and performed sequence of operations tests.
