3QC served as the Commissioning Authority assisting the County of San Joaquin in the development of their new 250,000SF, $92.8 million office building located in Stockton, California. The new five-story building includes offices, parking and administrative facilities to accommodate the County’s location consolidation of several departments as well as projected growth for the next several decades. Interior and exterior materials were selected for their environmental friendliness in fabrication, installation, longevity, and post life disposal. Recycled materials were designed into the facility where appropriate, and efficient waste reduction was considered throughout the entire project process. The County achieved LEED Gold Certification on this facility. In addition to performing both LEED Fundamental and LEED Enhanced Commissioning tasks, we developed and performed a Measurement and Verification program to meet Credit EAc5.
3QC staff worked with the owner to develop the quality standards and the design build criteria for this Design-Build delivery. Once the DB team was selected, we worked with them to ensure the systems met the County requirements. We collaborated with the contractor to complete design reviews, project inspections and systems functional testing to meet the quality requirements. Building systems commissioned include the HVAC system, Lighting and Day-lighting, the Building Automation System and an Energy Management System, among others.
During the design phase of the San Joaquin Administration Building, 3QC conducted several focused design reviews for this 250,000 SF facility designed to meet LEED Gold and high energy efficiency goals. Our reviews uncovered significant mechanical equipment and control sequence deficiencies prior to construction. During the construction phase functional testing process we adjusted temperature and pressure set points to tune the building to meet the design intent. 3QC designed the M&V (measurement and verification program) installing metering and controls sequences to validate system performance and improve energy efficiency. 3QC used Alerton Webtalk software to monitor systems operation and to revise sequences to improve functionality and energy efficiency throughout the first year of occupancy and through each seasonal change.
