New Central Courthouse

San Diego County, CA

3QC provided Enhanced Commissioning on the New San Diego Central Courthouse for the Judicial Council of California. The project is the largest of the 41 courthouse projects funded under Senate Bill 1407. 3QC was selected for this challenging project due to our past success with the Judicial Council of California. The new 704,000 SF facility includes 71 courtrooms that provide full services for criminal, probate, family and small claims courts. The project was constructed under a CM at Risk methodology that included the general contractor’s participation in the design phase with the goal of integrating the team and fostering a partnership of committed relationships. We participated in the design phase, providing review of the owner’s project requirements, as well as detailed design review. Our staff collaborated with the design and construction team to develop commissioning specifications and project quality requirements that met the owner’s requirements and were schedule efficient. 3QC commissioned the MEP, Building Envelope, and security systems as well as participated in commissioning of the courtroom low A/V systems and smoke control system. One of our most significant contributions was helping the TAB subcontractor solve a tricky building pressurization challenge. In addition, the project achieved LEED Silver Certification in accordance with LEED 3.0 of the USGBC.

3QC's Solution

Building envelope commissioning contributions were provided by the 3QC team of James Becker, Chris Taylor, Sean McTeer and Jeff Lunsmann. Using a collaborative quality assurance process where multiple skilled professionals reviewed the project documents and construction details, we identified a number of potential enclosure leak / failure points. Working with the contractor’s quality control staff to correct the deficiencies in a timely manner helped to develop a trust relationship that fostered a quality product for the owner.
