3QC provided LEED Enhanced Commissioning for the Mule Creek Infill project. This project was part of CDCR’s program to handle changes from realignment, reduce costs, improve inmate population health care, and provide safe and secure housing for inmate populations. The new facilities include two Level II semi-autonomous dorms of 792-beds each, meeting legislative mandates set forth by SB 1022. Each facility was built to address healthcare, mental healthcare, ADA and dental care requirements. This project was constructed under a design-build methodology with a formal partnering process. The Infill Project complex was constructed under a design-build methodology and pursued LEED Silver certification. 3QC commissioned major building systems included MEP and HVAC as well as security, low voltage and building envelope.
3QC worked closely with the Design-Build contractor to complete this fast tract project on schedule. Our staff met with the contractor early in the construction phase to plan and organize the process for quality control, inspection and testing of the building systems. Due to the complex nature of completing 23 buildings on schedule, we provided significant staff resources for functional testing of multiple buildings at the same time. We also documented all the building components and maintenance requirements for population of the CDCR CMMS system. 3QC contributed to the maintenance and operations of the facility by setting up and managing the M&V process to benchmark and measure energy usage. We worked closely with the facilities staff to measure and record energy consumption of all major energy equipment. Our contribution to the project schedule (staffing commitment) was recognized by a Letter of Reference from the CDCR Project Director and subsequent award of several new health-care facility improvement projects.
